Pull the head off and throw the metal restrictor in the trash. You have to have trash in either the hose, faucet head, strainer or the faucet body itself.

Where is this water restrictor you speak of? I have the same problem as the OP. Is it in the faucet head or along the line somewhere?

@bkearney that would be the screw on at end of the water spout, usually there is a screen that collects debris or an orifice in there but can restrict water flow. In my case the dealer replaced the whole faucet saying it was defective, water flow is now adequate.
