First check the water in the tank itself by bleeding some off from the overflow valve. Is that hot or not?

If so, you likely have cold mixing with your hot water. This is usually due to winterization valves not being in the correct orientation OR a shower head with the water shutoff at it but water at the faucet on.

Best guess....check the bypass valves. One of them is probably turned wrong.

X2 what ependydad said. Wintering valves or shower head with both faucets open and the head shut off.
