Need help with sewer valve cable

By what means should these sewer valve cable sleeves be attached to the aluminum stems which come through the wall? It's pretty hard to close my black tank valve if the sleeve is not stabilized.

Oh, well.
I'll try my own homemade fix. If that doesn't work, I'll operate the black valves with both hands until I get to Goshen.

Looks like the (Retaining Nuts) came OFF, hope they are on the Cable down stream if not maybe they didn't put them on the Cable? Youroo!!

Nope, no retaining nuts on any of the three cables. The only other parts not seen (behind the wall) are a plastic grommet to fill the hole in the wall and a nut to tighten on the threaded aluminum to secure the cable handle end to the wall.
