Newbe Low point drain question

Are the hot and cold line valves used to open and close the low point drains on the trailer? If so, if they are in line with the water line are they open or closed? I recently tried to de-winterize my camper and it doesn't matter which direction I have the valves in, water still comes out of the drain lines under the camper? Shouldn't having the valves closed stop the water flowing?

On mine, the two lines running out of the rig, are near the steps. they are end points, so even if they are "Y"d p above, the ends should have caps on them, twisted tight.
