Do you have any water at all coming from the hot faucet.
You mentioned in your original post... "nothing comes out of the tap".
Maybe it isn't a water heater problem.

If you have the valves correct on the water heater then it must be something else. Not all RV's are made the same so before this becomes a big guessing game why don't you tell us what brand of RV and floorplan you have.

We've seen before, one of the valve handles turn open and close however the valve inside didn't move.
I'm going with that.

You checked for water coming out of tank but not for water on the other side of the valve.

On my unit there is an antifreeze port with a valve. could that valve being on or off have something to do with this?

Likely not. The OP stated he's tried it on city water and the internal pump, neither which have made a difference.
The valve you refer to would keep the internal pump from supplying water to the system (if turned towards the antifreeze port) but would have no effect when hooked to city water.

Does no water at all come out or is it just cold when it comes out?

Does water come out of the cold side?
If it does is it hot or cold?

Its a XLR Nitro 31fqsl. Cold water works, and when I open the bypass and try the hot water handle, I get cold, so it is flowing. Once I turn off the bypass, I get absoultly nothing for hot, and cold still works
