Yes, either your cold water inlet valve is closed (or bad) or your hot water outlet valve is closed (or bad).

I would tend to think it's the hot water outlet valve, since water did make it into the tank itself....and this is where I would turn my attention to.

Could be something blocking the valve as well. It may not work, but you could try emptying the tank, closing off the inlet valve, opening the crossover, and leave the outlet valve open and see if it'll backflow into the tank.

tried multiple faucets? In my new unit, the hot worked at the sink but not the shower. Took things apart and found the line was too short, and it caused a kink when assembled. re-aligned things for a straighter run to get rid of the kink and no more problem...

Along the lines of the blocked valve.. Can you drain the tank and blow air from the disconnected hot line from the heater INTO the heater to one see if it is, one, open and two see if you can dislodge a blockage?

Just went through this exact same thing dewinterizing last week. Water in the tank, water available via the bypass but not out of the top of the tank. It was the valve. When I had turned from closed to open, the valve turned fine, but no water, when I tried to turn it back to see if I had to reseat it, the handle came off in my hand and I could see it had broken off from the actual ball valve and hadn't ever opened. Now I've got a shiny new valve in it's place:
