Did you have hot before or is this the first time you used, it sounds like the check valve at top of tank is frozen or backwards.

This mystery has been solved.

Open bypass = Gets water to tap
remove line from tank = hot water comes out

There is a valve and 6" of line that won't allow water to flow.
Clean or Replace valve, it's either clogged or broken.

You beat me to it, that was going to be my next guess. If it is like my RV with only 2 valves on the bypass and a check valve on the tank outlet the check valve may be installed backwards.

But, the OP stated that he removed the line from tank and hot water came out. Hot water would not flow out if check valve was installed backwards.

Hmm.. Good point. Was the valve still attached when the water flowed?

Which is why I said in post 14 he needs to check for water right after the hot side valve.

He would have had to of taken the line off first, then the check valve.

Off topic, but do all water heater have a check valve? See,s to be a bunch of folk here that have had the lines reversed that theoretically would mean they should have no water but do?
