No water in the hot water tank.

I had my camper winterized, and I am new at this. But I put the drain plug back into the water heater and set the to turn it on, but there is no water in the tank. The water is coming out of the flaucet, but it not hot. And I open the hot water drain and there is no water coming into the tank. Please tell what I doing wrong.

Make sure the valves going into and out of your water heater are open (inline with the lines), and the valve on the bypass line that runs between the other 2 lines need to be shut (perpendicular with the line).
