I had this problem, and the two most likely issues are a blown fuse and seized impellers. It's probably not a blown fuse, because you do get a little noise. You haven't said what model your toilet is, but on mine, it's possible to remove the pump and manually turn the impellers with needle nose pliers. Even that did not do the trick, because there was gunk inside the pump, so I soaked it in a weak bleach solution for a few hours, use the pliers again, and was in business.
