I don't know that hot water would hurt anything, but I also don't know if it would help. We had grandkids staying with us once and had the same issue.

I found a sure cure that I keep in the "underbelly" now every time we go out - it's a "power plunger" - KISSLER & CO 57-2000 Plunger, Plastic, Fits Most Toilets - Walmart.com

I don't believe there is anything it could hurt by just using hot water.

Depending on how much is in the tank and how much boiling hot water you plan on using the one thing to remember is plastic will swell/expand when hot.

Tanks are not very thick and can warp.

Hot water like from the water heater might be a better option.

A spray wand on a hose might work to break it up

Water, lots of it is the toilet and black tanks best friend.

Step lightly on the pedal and let it fill up.

Long wooden skewer will free up the "neck" the TP is blocking.

Make sure you NEVER leave the black tank drain valve open when camping. Only open valve to empty. I try and close the grey water valve the day before I dump the black tank and then after dumping black, re-open grey valve.

Did the same thing when we were newbies. Used a horseshoe post to stir thing up.
We cannot play horseshoes ever without my DW asking, "which one is the $#it stick?"
Just close the valve, stir with stick of choice, fill with water and let it rip. Lesson learned, cheaply. Good luck. Enjoy your rig.

Try 10 lbs of ice while driving. The cubes help break things up, then melts. Also there are some additives will help clean the sensors, and break up the material. They are just for that.
There is also an expensive cure, there the run a camera into the tank and uses the a low pressure water jet to clean it to new condition.

If you think there is still hard material in the tank near the toilet pipe, go to a hardware store and buy a packet of Rid X it is safe for all tanks. Fill your black tank to 1/2 and put in the packet let the Rid X work for 24 to 48 hours. It will digest the waste, you will be amazed at what will come out of a tank that you thought was clean. Rid X also will not cause struvites like many chemical waste digesters will.

If you have just flushed your tank put in the Rid X and let it in until your next or final dump for the trip, the longer the better.

Simple rule, water is your best friend to prevent the brown pyramid of death.
Keep the black tank dump valve closed until you need to dump.
Fill toilet 1/2 way prior to #2 deposit.
Finish paper work and flush.
Fill bowl all the way and flush again.
Time for breakfast. Enjoy!

Edit: Make sure to use a drop in black tank treatment or you will be back asking why your tank will not drain.

TIP: A full tank drains much better than one that is 25% full. Stand on the flush pedal and look down the toilet with a flashlight. You will see the water level. You might need to stand there for a few to help fill the tank for ease of dumping the tank.
Put a new treatment in after dumping to control odor.

Don't give it a gallon - give it 5 or 10 gallons.

The problem is not toilet paper. The problem is insufficient water being added each time. Use lots of water each time. Generally the gray water tank will fill up well before the black water tank will, so don't worry about filling it up too soon. When emptying it, you want it pretty full if possible - with LIQUID mostly.

At this point you need loads of water to flush it out. Good luck!

PS: Just to double check - do you have a black water flush port on the business side of the unit? If so, that will clean it out for you, but you may have to use it for quite a while if "things" have hardened up inside, or flush out following a good soak inside with plenty of water.

Great info folks thank you... once I got it broken up and was able to flush again I started filling the bowl each time before an actual flush and so far so good. I am going camping again next weekend I will fill the black tank 2/3 and use the rid a couple days before... I was wondering if I should leave it in there and drive to the camp ground and then dump... only about 25 miles from home. But if the sloshing with the rid x would break up anything else? Or is that a bad idea?
