Suburban hot water heater question.

We have a Gas/Electric Suburban SW10DE Hot Water Heater.
The Gas part works fine but the Electric has quit working.
My husband has replaced the heating element as well as the on/off switch.
We have checked the fuses, circuit breaker and hit the reset button on the thermostat.
Any suggestion? Before replacing the thermostat.
