Taking out 3250 rl new, cannot get hot water, put switch on from heater , st...

Taped release valve hot water came out , no hot water faucet, propane will not light fuse okey.

Your water heater is most likely still in bypass mode. There also is probably air in the propane lines. Keep trying and use other propane appliances to help purge the air. If this doesn't help you may have other issues and we'll need more info.

I agree that the heater valves are in bypass position. Do you know how to change them?

If the water is already hot from the electric element, the gas side may not fire because it isn't calling for heat.
