Valve between hot and cold lines

I have a 2009 t29bhbs and the valve between the hot and cold lines has a leak. What is the purpose of this valve? Can I remove it or does it need to be replaced? With the valve open the hot and cold mix leaving luke warm water. When closed the valve leaks more.

leaker

can you post a picture of the valve? Some valves have poppets and a nut with packing which just needs to be tightened. usually under handle

That is the bypass valve for winterizing your system around the water heater. It should not be removed (and you'll be learning how to use it).
