and we have someone who has low flow from their water heater.
They say if they turn on the bypass the hot faucets get plenty
of water but with the water heater bypass shut, they get low flow.

Where should they look for this "restrictor" if they have one??
Was it some sort of washer stuck in a fitting or was it a special
fitting in itself?

on mine the upper outlet had the restrictor in it
