Turn the valve between the cold water "in" and the hot water "out" off.

Isn't there also a valve located between the hot and cold water. This is the one that must be closed.

This should read "This is the valve you should close as it may be open"

What unit (camper) do you have. Maybe someone with the same setup can help.

There's a labelled photo of the valves on post #27 that Herk used.

I believe it to be in the open position in the photo.ive did it the same way for years.close it..drain it..fill it up in the spring..turn the valve in the above mentioned way...and this year not hot.

Sorry HERK for hijacking your pic.
This is how the valves on the "back/inside" of the water heater should look for normal use.

No worries; it was not mine anyway.
Stolen from some one else.
OK, lets assume for a minute Willy is correct and there is only one valve (somewhere). That would have to mean his camper DOES NOT have a winterizing bypass kit installed. Other wise there would be either two valves and a check valve or three valves depending on manufacturer.
So, one valve.
Why warm and not cold?
If the heater is inop, there would be cold water only.
We keep coming back to the bypass being installed and it is open allowing cold water to mix with the hot water coming out of the hot water heater.
