The 2 valve system has a check valve where the top valve is located.

It allows water to leave the tank but not re-enter. If there was no water in the tank the high limit breaker would have opened and could be preventing power from reaching the element and control board for the propane.

The two rubber circles cover the switches. Press both hard with your finger to make sure they "set".

The first photo shows the circles; the second, what is under them.

The left switch with the missing wire is burned out and needs replacement.

The element also could need replacement if it received power without water in the tank. Remember the element is 110 volts NOT 220 so if it needs replacement get the correct one.

I got the water heater to work on propane. So excited. We will camp this week and hopefully figure out what is going on electrically. I'm hoping now that I have the by pass valve figured out things will work. Thanks again.
