There are other configurations including a "one valve" bypass.
That type either works or it doesn't.

Since you are getting "warm" you have an actual "bypass" valve like Turbo said.
The connecting valve must be closed to keep cold water from bypassing the hot water heater and diluting your hot water.

Some are really hard to get to...

HI Guys,

Just wanted to give all you a gret big thanks for the help. I went out and found that the bypass valve was still open. Some big dummy who I wish not to name must have been in a big hurry and forgot to turn that one. Again Thank You for all the help.
