Water heater won't work in Gas or Electric mode

I'm looking for some quick advise before I have to pick up my new toy hauler at a campsite and take it back to the dealer.
We have a duel fuel suburban water heater, (not sure of model #) in our brand new never used toy hauler. When I turn the heater switch on inside the unit for propane, the light comes on but the igniter does nothing outside on the actual heater. No clicking, no nothing unless i wiggle the igniter wire.(that worked twice) I have plenty of propane and have bled the lines at the gas stove. So I switched over to electric thinking we would be good and still no hot water. There seems to be about 30 seconds of warm water and then it goes straight to ice cold again.
Any suggestions would be greatly appreciated.
It would be close to a 6 hour round trip to take back to the dealer.so I am hoping to avoid that mess.
