Your winter bypass is probably still turned on. Located on the rear of the water heater, you will neede to turn the bypass valve off. Other posters will soon follow up with pictures and illustrations. Stay tuned.

What Terry said.

The line that runs between the hot and cold water lines needs be turned off. Generally, the valve needs to perpendicular to the line, and the valves to the water lines into and out of the water heater need to be parallel to the lines.
