The handle on the valve on the bypass line should be perpendicular to the line and the valves on the lines going into the water heater should be parallel to the lines (opposite of the bypass valve). As long as the valves are set like this it is set properly and you'll have figure out why the pump is drawing air. Before you pull the pump, try to tighten the connections on both sides of it.

Here is picture of the valves in the bypass position. Just reverse each valve to allow water into the water heater.

I saw another post with a photo that said close the middle valve( bypass valve). I tried both ways. This morning I made sure the inlet and outlet sides on pump were tight as well as the screen filter. I don't have a filter in the water filter housing. Don't know if that makes a difference but will try that later today

The valves to the inlet and outlet must be open and the bypass valve closed.

The valves at the tank when open allow water to go into and out of the tank. IF the bypass valve is in the open position with the tank valves open also, the water will take the path of least resistance and you will get very little hot water. IF the valves at the tank are open, the bypass valve should be closed.
When you close the valves at the tank and open the bypass valve, it allows you to put anti freeze in the system WITHOUT having to fill the 6 gal water heater.

Should be if they are functioning properly. Have heard of cases where one or the other were not working correctly, but your water pump or city water should now fill the water heater.

City water does fine. The pump just spits air and little water. Won't prime and keeps running

You have both valves open on your water pump intake. Close top valve which I think is for anti-freeze. Bottom valve is from your fresh water tank.

You should not have both of the valves on the left open. One is the water intake from the water tank, the other is intake from an antifreeze bottle. You should only have one at a time open. Can't tell from the photo which is which, but close one at a time and try it.

I should have looked closer, but was concentrating on the water heater only. My bad! (again)

Remember, these are only a quarter turn valve, not like a fauset. (Spell.)

This was driving me crazy. Just didn't think about the antifreeze valve. Closed it and now it works perfectly. Pump shuts off and pumps when opening faucet. I can't thank you guys enough. Problem solved
