Water pump surging

Water faucet in bathroom sink flows with the pump running constantly with full flow. If I use shower are kitchen sink the pump surges. This is a RockWood 8289WS 5th wheel
Filters were changed about a month ago.
Has anyone had similar problems?
Are there any additional areas I need to be checking

Check for debris in the aerators at faucets as it would restrict flow.
