water pump will not turn on

So I'm still getting to know my 2016 Grey Wolf 23DBH (our first camper) and I was trying to locate the water pump so I tuned it on to listen for where it might be and nothing, no sound. well I found it as it could only be in a few places but it still won't turn on. I pulled out my multimeter and it is getting the necessary 12VDC so it's either a bad pump or and this is my question, is there some kind of safety mechanism that would prevent the pump from turning on if the fresh water tank is empty or is it truly a bad pump?

No safety feature if fresh water tank is empty. There should be a 12 volt fuse by the pump, check if it is not burnt. Also if you are hook up to city water, pump will not turn on if system is pressurized. Pump have a pressure switch on it.......

thanks...!!!!

that was it...!!! as soon as I released the pressure by turning on the bathroom faucet the pump kicked on...
