That worked! was not letting the hot water run long enough to empty out all of the air. now the pump shuts off and only goes on when I call for a water hot or cold.

Good you found them and everything is working. Remember to open the low point drains and flush them as well. There is antifreeze in them as well, otherwise mixing with some chlorinated water the water will stink really bad.

With the HW tank is located at the front maybe the factory did not install the necessary piping to bypass it or they have run the piping to some other part or panel of the trailer. You can still fill the tank most of the way full by manual procedure--Open the HOT Water faucets so as to relieve the back pressure on tank and remove the pressure valve near the top part of tank (It's the little Do Hicky with a leaver attached) and use a water hose to fill most of the tank. Turn on switch for your pump and water should flow from the removed pressure valve hole within a short time period. Stop pump and reinstall the pressure valve with pipe seal on the threads. Close faucets and lines should pressurize with use of pump when started again.

Also be sure the hot water heater plug is in tightly. If wh plug is not in and bypass is to summer position the pressure to stop the pump will not build up.
