water supply inlet on MH sidewall

There are 2 water inlets on my 2004 Lexington. One has a sticker next to it that says "city water". Why are there 2 inlets?

I have not used water in it yet. The system has never had water in it. Previous owner used it as a hospitality vehicle so water was never run through. Does the holding tank automatically fill up and shut off if I just hook up the water hose?

City water is for when you desire to connect with a hose while camping and use the campground's water.
The other is for when you want to fill your fresh water storage tank and use that instead of the campground's water. (dry camping/boondocking).
