Water Tank Fill-Vent Tube Question

After purchasing our new to us 2011 Coachmen....I noticed something on the Fresh Water Tank Fill neck or what ever you call it. It looks like there was Caulk over a hole that i can only assume is the vent for the fill tank. It looks like there was a screen of some type but not sure why the PO would caulk it shut? I am only assuming this is a vent. I will try to get a photo of it and put it up.

Perhaps.... the PO didn't use the tank and caulked the vent hole shut because the screen was missing and bugs like to crawl into that hole. Perhaps.

It's typical for water to splash out the vent when the tank is full and the PO may have thought it wasn't supposed to or they just didn't like it and decided to seal it off.
