Battery Charge controller in Pop up?

Is there a Battery Charge Controller with the inverter on a Flagstaff 206ST?

No.
popups only come with Converters, like all RVs.
Only if a previous owner installed an INverter, would a popup have one.

Thanks. As you can see, I'm not well versed in electrical stuff. Doesn't the battery charge when plugged in to 30 amp and while driving?

the CONverter charges the battery when plugged into shore power or a generator.

it should also provide a trickle charge while driving.

But if you have the fridge on 12v while driving, the tow vehicle charging may not keep up with what the fridge uses.

When you're plugged into shore power (120 VAC) your converter will charge the trailer's battery if everything is working properly.

When you're towing, the alternator on your car will charge both the tow vehicle and camper batteries if everything is working properly.

An inverter changes 12 VDC to 120 VAC, and most of them are not very efficient, meaning a substantial percentage of the battery power you're using winds up turning into heat.
