Yes, On... otherwise the charge voltage will not get to the battery(ies) they would be cut-off, isolated.

You don't have to touch the converter to run the tests suggested. In fact, you should not touch the converter since it is hot (AC powered) and has high shock potential.

I would recommend to start with the basics and take it from there. First see if the converter is charging your battery or batteries as suggested above.

Question about something similar. My command center for my 2016 Georgetown 335 has 4 lights for the battery. F, 2/3, 1/3, E ... I have seen and heard that you should NOT let your coach batteries fall below 50%. IF the command lights go from 2/3 to 1/3 , how will I know it is below 50% until it is too late at 1/3? Thanks.

You really can't go by the indicator lights. A voltmeter is the way to go, and you have to measure it 1/2 hour after any charging activity including being on shore power. See attached chart.
