Blown fuse Rockwood 5ver 12 volt

I was trying to figure out why our living room TV would not get any stations when searched while bedroom TV found 25.
Decided to check on the TV cable being attached so I opened up area behind stereo where there is a huge bundle of wires. While moving wires around to check, A 12 volt fuse on the power box blew.
Is there a way to check the panel using voltage meter to tell when short is fixed rather than my continuing to blow fuses to check?

Ok, maybe my questions are too jumbled up.
My first need is to know what I need to see on my fluk when I put the two probes on either post of the fuse holder that will indicate that the fuse won't blow as soon as I put it in???

No place one probe on load side of fuse (removed), the other side probe goes to a known ground. Meter is set to ohm or resistance scale. Test the two points if result is "0" the circuit is shorted and fuse will blow again.

What size was the fuse?
What did it feed?

The ohm reading will depend on what is being fed, but getting zero ohms pretty much guarantees the fuse will blow as Vince said.
