"Backing plate" is just the round stamped steel plate on the end of your axle behind the brake drum.

I was able to solve the problem. I did repair the wires with the proper connectors. You can hear brakes hum if you stand next to them and have someone hit the brakes in TV. The side that was connected we could hear, and the damaged wire we did not hear. So the brake hum showed it was reconnected.
