I have a 2012 forrester model 3011 I just changed my two batteries out and notice now that when the power converter cuts on the 12v lights brighten then back to normal when it cuts off. don't remember this happening when I bought it, any suggestions.

I do not have your unit but mine will do the same thing when I go into 14.4 bulk mode. The bulbs can handle it but now you have added from 13.6 to 14.4 all 12volt bulbs would get brighter. IMO I think you will be okay, mine been doing it for 3 years without a problem.

Depending on the brightness difference I would think this is normal. Peak battery voltage is approx 12.75 V give or take on a good battery, when converter cuts in voltage could increase to just under 14 V giving you the brighter light.

i would put a meter on it just to have a little peace of mind. but like already mentioned its not uncommon to 'see' the difference between a ~12.75v battery and the ~14v while its charging.

also, make sure that one of your new batteries isnt FUBAR, if you have one battery in a bank with a bad cell it will drag down the other good battery, thus a larger voltage jump when the converter powers up
