My vote is either transfer switch open (fault) or wired wrong. Sometimes the contacts have dirt or debris in it. When you have no power to a GFCI master you can not test nor reset. Same at home. Even if all the outlets are on one 15 amp breaker, like mine was, the microwave has its own. Same for converter, fridge, WH and AC unit(s). The transfer switch in its resting or non operated state, cuts thru from shore power, when the genny supplies power it operates and the power it puts out, energizes the transfer switch, send genny power to the panel. So, it still could be the generator, that isn't ruled out. I would be testing with a VOM, but if you are not comfortable doing that, don't. 120vac can hurt like hell the whole time you are dying. So, I'm told.
Mine looks like this, but XLR used the cheap version without a terminal, I added a terminal.
