Fuse failure indicator light is what I am referring too. It is adjacent to the fuse.

Do you have LED lights in the circuit where the fuse is pulled from?
I chaseda similar issue for a couple days then I called the manufacture(Progressive Industries). To make the LED blown fuse indicator light they supply one tenth the voltage to the circuit side of the fuse. This should light the LED indicator when fuse is blown but if there are LED lights in the same circuit then those LED will draw that small amount of voltage.

This was my issue,

you have to be pulling power from said fuse, find one for the main lights and turn them on, and pull the fuse, and the LED will light, turn the switch off and the LED will go out and come back on with switch. I found out the hard way myself.
