Loose Hot Wire In Power Center

I was installing a Progressive Industries HW30C EMS in my 2008 Roo 23SS today and noticed something that seems really odd to me on the 15A breaker that feeds my converter. It is a Parallax 7100 series Power Supply.

In the photos you can see that directly below the 2nd breaker from the right (the converter feed breaker) there are two black hot wires soldered together. One goes to the converter, and the other is only about 6" long and connects to nothing. Just sits loose with a yellow wire connector at the end.

Questions:

1) Has anyone seen this before from the factory?
2) Did the previous owner disconnect something and leave it sitting there live?
3) If the owner did disconnect something, does anyone who has the similar setup know what it might have been?
4) This doesn't seem safe, should I remove that spare wire?

Loose Hot Wire In Power Center

My converter is pigtailed to the GFCI breaker. I thought it was odd ,wondering if it had been replaced. But yours goes no where, odd

It goes nowhere, I see no reason not to just remove it. Previous owner must've used it to power something he had.
