An ignorant reply --- the door panel shows them labeled on separate circuits. Is it possible that the actual wiring is still not correct?

Yes, it's possible, and it's also possible that it's a bad breaker as OC has suggested, or something could also be loose at either the circuit breaker end of the circuiit or the electrical outlet end that the microwave is plugged into.

One thing that I don't think has been mentioned is, that the incoming voltage could be low and the draw of the microwave is too much for that particular circuit under those conditions. Has the incoming voltage on both lines under load been checked?
