Here's the set-up:

There are supposed to be two red battery cables connected to the right side post of the small breaker. One comes directly from the battery. The other is the end that goes straight to the distributor. It connects to the right side terminal post also but bypasses the wiring in the junction box. It was tucked up behind a black cable about 3/4" in diameter, the end out of sight. On initial inspection, you would see the red cable going to the small breaker and the red one with the end tucked out of sight and assume it was going on toward the distributor.

It's almost like someone deliberately hid the cable end that goes directly from the right side of the small breaker to the distributor.
