Follow-up:
I was able to confirm the problem with Precision Circuits Inc. It appears to be a wiring problem from Forest River. The module that monitors the power differential was installed on the same phase. It should have been installed on separate phases to identify the trailer is plugged in to a 240 volt source and therefore allow 50 amp option to be selected. I've brought this issue up to Forest River. Awaiting a response.
In short, two 120volt mains enter the breaker box (shown in the middle, 50 amp breakers). One phase is to the left and the second phase is to the right. Both of the monitoring wires were installed on the left side. This only allowed a max 120 volt differential measurement and would never see 240 volts.
