Funny thing is, I've discussed this floating neutral issue with Honda tech support at length, and off-the-record they understand their generators should be neutral bonded for this application, but will only say on-the-record that you need to follow local electrical codes.
I've read the the NEC (National Electrical Code) on portable generator grounding and it appears that portable generators under 5KW are exempt from requiring a GFCI as long as the neutral is floated. That saves the manufacturer a few bucks, and is probably the main reason that most portable generators under 5 KW have floated neutrals, while most larger generators of 5 KW and above have bonded neutrals. That's just a guess so far, but seems to be the most logical explanation of why some portable generators have floated neutrals while others are bonded.
