Switches next to water heater switch?

Hello all! I have a 2007 Palomino 829BH Fifth Wheel that I acquired, and cannot find any info on these two rocker switches located next to the water heater on/off switch inside the rv. I'm suspecting they are tank heaters, but have four holding tanks (two grey water, a black water, and a fresh water). So why only two switches? If anyone knows thanks in advance!!!

It will help of you post a picture.

I also have two switches for 4 tank heaters. They can't put them on one switch because it's too much current.
