So, a couple of things to try.
1) Take the panel off the wall and remove the cables (note what goes where!) but not the power connectors. Toggle the faceplate button to see if the switcher powers up (light comes on). If so you have a short in an antenna cable or in the Jack's Amp (inside the antenna head).
2) If it does not power up, check for voltage at the V+ terminal. If not, check for voltage using a different ground (black wire terminal to frame). If it works you have a bad ground connection and you will need to follow the black wire to where it screws to the frame. If 12 volts is available, replace the wall switcher. Check out Winegard's new one!
3) If you confirm the ground is good and it still won't power up, there is a fuse that protects the switcher in or near the power center. It may be behind the power center on a pigtail fuse holder (mine is). If the fuse is good and there is power there; you need to find the break in the wire or run a new one.
