Yes, those are reverse polarity fuses to protect if the battery gets connected backwards.
Likely the dealer screwed up and originally connected the battery backwards and somewhere in finding a replacement fuse, forgot to finish the job of replacing it.
Yes they need to be there for the converter to charge... but... if you plan to leave your rig parked with it unplugged from shore power, you need to disconnect your battery or the parasitic draws will drain the battery in just a few days.
This is usually accomplished with a disconnect switch (many have them from the factory) or by unhooking a cable from the battery itself.

Also usually there are TWO fuses for the reverse polarity protection. (see photo)
