Brake Gain Settings

I recently purchased a new tow vehicle and am having an interesting time with setting the brake gain. I bring the vehicle up to about 10 mph as recommended, squeeze the brake controller, and look for the trailer brakes to lock up. Sometimes, the brakes do not lock up, even at the highest setting of 10. At other times, they will lock up at a setting of five. With my previous tow vehicle, a 1500 Chevy Silverado, the setting was consistent at 6.5 - 7.0. The new vehicle is a 2500 HD Chevy Silverado. Both have am integrated controller. Any thoughts or suggestions?

Try with slightly higher speed. Some newer integrated brake controllers reduce the voltage when the vehicle comes close to a stop to avoid locking up the trailer wheels.
