Brakes Surging

Hello all, 2018 Wildcat travel trailer with about 3000 miles on it, when I slow down and use brakes it really feels like something on the trailer is warped terribly, especially as you come to a stop, I took it into the dealer, they looked it over said 2 brakes were out of adjustment, I test drove it and it felt ok, then I drove 2 hrs home and it was doing same thing ( oh year i was charged $409 for an axle service and because adjustments are not under warranty they would not cover it, Anyhow, i have tried several settings on the brake controller it does seem to get a little better when i turn it way down (from 5.5 to 2)but then i feel truck is doing all the work. It does not happen when i tow any other trailer that does not have brakes ( eliminated truck) maybe it is possible it is controller? Controller is Tekonsha P3. any other ideas to check before i haul it 2 hrs back, and dealer only does warranty work on mon-wed.

Have you tried to operate them using the manual lever on the controller to see if you can replicate the problem using just the trailer brakes?

What are all the settings on the P3? (gain, boost, etc.)
