My son in law installed the new tires on our trailer last week.
I don’t remember what it looked like before but for some reason this just don’t look right to me. Can anyone confirm this is good?

Your shackles are flipped. They should point up, not down. You can use a jack under the equalizer to flip them back. This often happens if you jack both wheels off the ground at the same time.

I don’t want to sound stupid but! Would I put the jack under the side that is already pointing up.
Yes. It is best to use a floor jack. Jack slowly on the side that is correct. As soon as the equalizer reaches it's apex the shackle that's pointing down will flip up. Be cautious and keep clear of that tire as it will jolt when it flips.
