New thunderbolt weak brakes

Hello ladies and gentlemen. As the user name implies, I am not the owner of a camper I just get to work on one! Talk about all work no play. Anyways, my boss just got a 2012 or 13 Thunderbolt 395AMP and the brakes are pathetic. From the checks I have done, we are only getting 9 volts to each brake with the break away pulled and the battery on a charger and 8.5 volts using the TV brakes. The TV is a 06 F-350. Looks like FR ran a 12/2 cable from the junction box back to the axles and split it off to the three sets. I am inclined to think they have used a way undersized cable and the scotch locks for the brake connections are crap. Im thinking the next step is to pull the scotch locks and solder all the connections and retest. Do I need to drop another cable first? Any input from you guys would be great as you all seam very knowledgeable.

Well, after sitting here deliberating I think I may tie another ground in. I am going to ground the final splice at the rear axle to chassis ground so I will have two grounds. Maybe that wil eliminate some of the resistance in the return line to the ground at the hitch.

I did have a brake failure on my 395AMP the other day I have you have me thinking about the brakes in general. I am going to check mine when I get back and have more time.

My right aft brake just disinegrated into pieces after about 2k miles of towing, the others look just fine.
