Question Sagging issue

I have a 2014 8312ss Rockwood with the torsion suspension. On my trip from Kentucky to Washington I noticed that my curbside was sagging. Working through Dexter and Forest River I had new axles put on in hopes that the issue would be resolved. The new axles provided me about 1.5 inches between the tire and the underside of the fender. While returning home from the dealership, I had a tire blow out. (curbside) Has anyone else had issues similar?
