Thoughts on sidewall damage

For starters, my tires are Westlake 225 75 15 st radials. They are dated from mid 2014 and have about 6 trips totaling roughly 2,200 miles. In this last trip, on the way home the tpms squawked that one of the tires was 5 psi low. We stopped and topped it off. I could see no apparent damage and just figured I had underinflated it. Today I figured I would check each tire and verify the pressures. The tire that tripped the tpms had again dropped down to 62 psi after only three days. Upon further close inspection I found three very small gouges in the sidewall. I will attach the photo here in a second. Based on these photos, is this road damage or a factory defect? I took the tire in question to the tire shop for their opinion and of course they suggested replacement (which I had already planned on). He had no real insight as to what caused the damage and with that I asked to keep the old tire for further examination. If it is from something I hit on the road, so be it, but if it is a defect I want to point it out to Westlake or even NHTSA? The cuts are perfectly straight and range from 1/2" long to 1/4" long. I can insert my fingernail in them and pull them open like a flap.
