That is what I have been told several times. The propane tanks are shipped empty and their weight is included on the sticker. The dealer adds propane and the battery is also dealer added... just as the toppers mentioned earlier. There may be some residual propane as builders generally test for leaks.

From the current Cedar Creek brochure.
Each Forest River RV is weighed at the manufacturing facility prior to shipping. A label identifying the unloaded vehicle weight of the actual unit and the cargo carrying capacity is applied to every Forest River RV prior to leaving our facilities.
UVW (Unloaded Vehicle Weight)* – is the typical weight of the unit as manufactured at the factory. It includes all weight at the unit’s axle(s) and tongue or pin and LP Gas. The UVW does not include cargo, fresh potable water, additional optional equipment or dealer installed accessories.
*Estimated Average based on standard build optional equipment.

So, wouldn't the most critical weight be the weight on the axles (and tires) since the truck is carrying a portion of the camper weight? I'm more worried about overloading tires and axle and less about tongue weight. I don't plan on going over the GVWR, just trying to see if I am benefiting by transfer more load forward to the tongue and truck? Just concerned after reading about these China tires.

My user manual says the propane tanks [2x30lb] and one battery are included in the UVW out the door. They are part of the figured 7,880 lbs as built. Don't know about other units, just my Aviator. It list 3,320 lbs as CCC for a total of 11,200 GAVW.

I'm guessing that is the part someone said is just a weight based off one trailer getting weighted from the same line. A SWAG....

So ~~ if they weighed mine with 2 ACs, auto-level, and more those with the only option of 1 AC would get the same weight or the buyer of 1 like mine gets the lower weight. As the advertised weights rarely change ~~ few can be correct, EVER.

I made up this chart for reference on my camper:
CAMPER WEIGHTS AND BALANCE
TONGUE WT.
BASE WITH SPARE; NO PROPANE BOTTLES OR BATTERY 284#
BASE AFTER REAR HITCH INSTALLED 242#
ADD BATTERY 276#
ADD CARRIER IN REAR 215#
CARRIER, M/CYCLE, BATTERY 70#
ABOVE + GENNY, 2 PROPANE & 5 GAL. SPARE FUEL 315#***
***CORRECT TONGUE WT. WITH NO OR BALANCED CARGO
-----------------------------------------------------------------------------------------------
TOTAL WT.
DRY WEIGHT AS BUILT 2264#
WITH HITCH INSTALLED (76#) 2340#
ADD BATTERY (35#) 2375#
ADD 2 PROPANE (70#) 2445#
ADD CARRIER & MCYCLE (350#) 2795#
ADD GENERATOR (150# W/GAS) 2945#
CARGO CAP. = (980 LESS ABOVE) 300#
PROPANE FULL TANK (EA.) = 35# SPARE = 30# FULL H20 = 167#
Formatting from MS WORD didn't come through, but you can get the idea.
I installed a permanent rear hitch receiver to carry my motorcycle, and a generator on the front frame.
