It sure looks like it to me, and you're right about wanting something to hold down and cushion the rear wheels. Otherwise, I don't mind the design from the ease-of-building point of view. Local bike shops sell the fork clamps for about $15 each and Home Depot will be happy to sell me some angle iron. A few bolts, a bit of drilling and some paint... Anyone thinks of some way to cushion and secure the rear wheels, let us know.
It occurs to me that this design might work just as well attached to the rear bumper instead of the tongue. Doesn't solve the other problems but clears up some of the hitch area clutter.
