Looks like a cable & pulley system, kind of like a dry dock hoist.

Raise it up, slide it back and then lower into the water after unloading the car.

Yep, that's what I was thinking--unload the car, then crank the boat down from the hoist position and back the trailer into the water like any other boat trailer, launch and away! It's pretty slick.

Saw the same type of trailer on Lake Sammamish only it was a boat trailer with a Mastercraft on the bottom and four jetskis on top. Launched the Mastercraft, lowered the jetskis and launched them. The whole boat launch came to a standstill to watch.
