Water heater AND furnace won't work at same time on new 2015 Rockwood pop up

Took delivery on new 2015 Rockwood 2060G pop top a few weeks ago, and my wife and I just returned from our first weekend camping trip . We are having a strange issue with propane delivery to appliances however, mainly they all work individually (4-burner indoor stove, single long burner outdoor stove, refrigerator, water heater, furnace) but the water heater will not light if the furnace is on. If the furnace is off, then the water heater works. Also if the furnace is on and you turn the stove on, the flame is very weak on high setting, and will not stay lit on medium or low setting. The unit has a single propane tank (was supposed to be dual) feeding a Cavagna horizontal vent two-stage regulator, which feeds all appliances via low pressure line. I tried increasing the regulator outlet pressure by turning the screw under the plastic thumb screw CCW first 1/2 turn, then 1 turn, then 2 turns with no change in appliance operation. Returned screw to original position, and am assuming regulator, tank, or hose defective hindering the flow rate required. Advice?

the new style propane tanks have an emergency device in the pigtail that can trip (especially when new) and shut down high volume flow of propane if the tank valve is opened too quickly. It is there in case the line is severed in an accident and it shuts down the rapid release of propane.

For the first few (seems like hundred) times, "crack" the valve a very tiny amount and wait about a minute for the lines to pressurize. Then you can slowly open them fully.

I still do it that way and have never again had your problem.
